Primero has various governance bodies to ensure that the product creates impact. An interagency Primero Board provides strategic direction and risk mitigation for Primero as a platform for social impact. In addition to the board, the Primero team works with the following steering committees which govern each module:
- CPIMS Steering Committee: The International Rescue Committee (IRC), Save the Children and UNICEF have been working together since 2005 as a Steering Committee to promote the use of a standard inter-agency Child Protection Information Management System for the Child Protection Sector. In 2016, both UNHCR and Terre des hommes Lausanne joined the CPIMS Steering Committee. The CPIMS Steering Committee governs the inter-agency use of the CPIMS+ in inter-agency humanitarian contexts and provides critical support for coordination and implementation.
- GBVIMS Steering Committee: The GBVIMS Global Team was established in 2007 to respond to the need for a standardized information management system to manage GBV incident data in humanitarian contexts. Today, the GBVIMS is an inter-agency initiative overseen by a Steering Committee made up of representatives from the IRC, UNHCR, UNFPA, UNICEF, and IMC.
- MRM Technical Reference Group: The group serves as a platform for consultation and agreed guidance on technical issues pertaining to the development of working tools and implementation of the MRM, including the MRMIMS. The group serves as a forum for organizing the implementation of inter-agency advocacy strategies around the prevention of grave violations against children. The group is co-chaired by the OSRSG-CAAC and UNICEF, and has members from Department of Peace(DPO), Department of Political Affairs and Peacebuilding (DPPA), International Labour Organization (ILO), Office for the Coordination of Humanitarian Affairs (OCHA), Office for the High Commissioner for Human Rights (OHCHR), United Nations Development Programme (UNDP), United Nations Educational, Scientific and Cultural Organization (UNESCO), United Nations High Commissioner for Refugees (UNHCR), United Nations Population Fund (UNFPA), World Health Organisation (WHO) and other members as identified by the Technical Reference Group, including international NGOs.
The Primero team also has Regional Focal Points who are Regional UNICEF ICTD staff are tasked with coordinating work on UNICEF technology systems and disseminating information to staff and partners on good practices, relevant policies, and specific initiatives such as the Primero project. Regional Focal Points have access to Primero resources can support engagement with technology vendors, and may also directly support implementation.
Lastly, each implementation has well-trained system administrators and on-the-ground support to help ensure the success of Primero.
